The findings in the DEIS for the massive proposed Tesoro-Savage oil-by-rail terminal show that the risks of oil spills, train accidents, increased rail traffic (including impacts to the Columbia River Gorge National Scenic and Recreation Area), increased oil tanker traffic, air pollution, earthquakes, harmful impacts on tribal culture and resources, harm to endangered salmon, and vehicle delays at railroad crossings cannot be fully mitigated and the environmental and human health harm could be significant. The best interests of the state of Washington are served by rejecting this proposal. There is simply too much risk and too little reward from this proposal: communities along the rail route and the river would take on the risk and Tesoro-Savage would reap the profits by turning the Columbia River into a throughway for oil going elsewhere. A single significant oil spill could devastate the area’s economy, fisheries, tribal cultures and economies, and spectacular waters. The DEIS predicts a staggering rate of a loaded oil train derailment once every two years. Each derailment could result in oil spills, fires, and explosions causing injury or death. In addition, the air pollution, spill risks, and traffic delays oil trains would bring to communities along the rail line (all the way to the source of the oil in North Dakota and beyond) are simply too great to allow. Washington State is rapidly moving away from fossil fuels and towards clean, renewable sources to meet our energy needs and respond to global warming. Building the largest oil-by-rail terminal in North America for yesterday’s energy is the wrong path to meet today’s energy needs and a big economic gamble for Vancouver and communities along the Columbia River. The Tesoro-Savage project would have an enormous and detrimental impact on our planet's climate that we cannot afford. Washington State should continue to lead on safe, renewable clean energy solutions and say no to more oil and coal. I urge you to do everything in your power to stop these dirty and dangerous projects and reject the proposed Tesoro Savage oil terminal.
